    At 8 a.m., the Virginia Department of Transportation was reporting the following traffic issues: Berkley Bridge The westbound lanes will be closed from 5:30 to 10:30 a.m. Sunday for maintenance work. Hampton Roads Bridge-Tunnel Two left westbound lanes are blocked by a disabled vehicle on the Hampton River bridge. Traffic was backed up past Bay Avenue in Norfolk.

    Church St. to reopen Friday The closed portion of South Church Street from Cedar Street  to Luter Drive is scheduled to reopen to traffic on Friday, May 18 around 3 p.m. At that point, the paving, striping, crosswalks and brick sidewalks should be completed, said Director of Planning, Engineering and Public Works Bill Hopkins. Landscaping will not be completed and VDOT will still have to finish work on the streetlights, he added, "but the most important thing is t get the detour open and traffic to flow. If you walk down there, it really looks good."

    Breaking news Two torched church vans and a wrecked church gym are just two targets of an ongoing crime spree taking place this morning in Isle of Wight County.  A suspect, or suspects, set fire to two vans at Sandy Mount Baptist Church around 4 a.m. About an hour and a half later, a suspect, or suspects, hit a trailer, a bus and then drove through the gym at Mill Swamp Baptist Church. Also reported was a burned car in the Pons area. There were no injuries reported. The Smithfield Times will continue to post updates as the story unfolds.

    By Abby Proch Staff writer   Using an on-the-spot recycling method, construction crews are taking deteriorated asphalt on Route 17 and transforming it almost instantly into a new base for the road. VDOT’s 4.8-mile Cold-in-Place Paving Project covers all four lanes of Route 17 from the James River Bridge to the Crittenden Bridge. The $5.3 million project is set to end June 2013. Most of the paving work should be finished by this June, but crews will still work on crossovers and tie-ins at junctions with businesses and subdivisions as well as rumble strips and guardrails, said Project Manager James Poff.     By Abby Proch Staff writer   Isle of Wight County has not distributed any cash proffer revenue to Isle of Wight County Schools since 2007, according to a county report. The most recent cash proffer schedule (2003) indicates that the schools should receive the majority of revenues from residential cash proffers. Since receiving $475,000 in 2007, however, the schools haven’t gotten any additional funds. “There does not appear to be any legal obligation on the part of the county to provide the schools any sort of specific funding each year from the cash proffer,” said Don Robertson, county spokesperson. “The requirement is that when we receive cash proffers we have to receive those and expend those funds within a seven-year period.” Under those requirements, schools could theoreti...

The Board also told staff to go back and trim another $1 million from the overall operating budget. “There are no sacred cows,” said Windsor Supervisor Dee Dee Darden. Residents wanting to comment on the Isle of Wight County’s $93 million operating budget can do so Thursday, May 10, 7 p.m. at the courthouse.     By Diana McFarland Staff writer   Before the town of Smithfield makes another quarterly contribution to the Blackwater Regional Library via Isle of Wight County, council members want to know where that money is actually going. For years, the town has donated money to the library, long before Isle of Wight County began contracting with Blackwater, said council member Carter Williams. The town’s donations date back at least to when the local library was operating out of a home at the corner of South Church Street and Cedar Street, he said.     By Diana McFarland Staff writer   A group of Carrollton residents are mounting a petition drive against construction of a new $5.4 million Isle of Wight Rescue Squad building. “We are asking all citizens to take a look at it — and ask them to ask the [Isle of Wight] Board of Supervisors to reconsider building a building of that size and cost for the Isle of Wight Rescue Squad,” said Carrollton resident Sharon Hart. The Board is looking to employ the same plans used for the Smithfield Volunteer Fire Department to build a new rescue squad facility on Great Spring Road. Carrollton resident Tom Finderson presented a cost comparison of various fire stations in the area at a recent Isle of Wight Citizen’s Association meeting. Tyler Middle School. Also in question is who would foot the bill for its renovations. The cost of renovations is estimated at $449,179, according to a quote by Vanir Construction. However, the cost is already included in the scope of the new middle school project. Renovations would include a new brick veneer, metal roof and windows to match the new school’s aesthetic and an additional parking area for community use. “When the county went to obtain bond funding, the original concept was to keep the gym, not to tear it down,” said Don Robertson, county spokesperson. Those challenges include a $1.2 million increase in debt payment and a $7.5 million balloon payment, according to Isle of Wight County Director of Finance Michael Terry. The Board of Supervisors will hold a work session on the fiscal 2013 budget Thursday, March 29, 4 p.m. at the courthouse complex. Isle of Wight also has to cover $530,000 due to state mandates, including an increase in Virginia Retirement System benefits.     By Diana McFarland News editor   Isle of Wight County planning commissioners restored $4 million in capital funding to economic development — reversing a “dictator decision” made by the CIP subcommittee. The money is being set aside for ongoing infrastructure improvements in the county’s intermodal park. Commissioner Nancy Guill, who was also on the CIP subcommittee, said the decision to restrict funding to just $60,000 for the upcoming fiscal year was not endorsed by the entire committee, but was instead a “dictator decision.” In addition to Guill, CIP subcommittee members included Smithfield Supervisor Al Casteen, Newport Supervisor Buz Bailey and Planning Commissioners Harold Blythe and Jim Brown. Virginia State Senator Richard H. Stuart of Montross and Va. Delegate Barry Knight of Virginia Beach have filed bills for introduction in the 2012 Virginia General Assembly which could set the stage for total extinction of the Menhadden fishery in the Chesapeake. Menhadden, which form a basic foundation of the Chesapeake Bay's food chain have been increasingly subject to overfishing, and in November, 2011, the Atlantic States marine Fisheries Commission took the first steps towards establishment of science based "catch limits" to preserve the species.

The menhaden fishing industries reaction: let's move to remove all limits and make a fast buck while we can. Two bills pre-filed for introduction in the 2012 Virginia General Assembly pose a grave threat to efforts to promote Bay conservation.

Introduced by Barry D. Knight would remove the cap by removing a provision that allows an adjustment for underages or overages in the annual harvest cap to be carried over to the next year's cap limit. Currently, if a person harvests less than the 109,020 metric ton limit on taking menhaden, he can add the difference to his cap for next year's harvest. Conversely, if he exceeds the cap in any one year, he must reduce his harvest in the succeeding year by the amount of the overage of the preceding year.

Introduced by: Richard H. Stuart removes authorization for Virginia's membership in the Atlantic States Marine Fisheries Compact. The purpose of the Compact is to promote better utilization of the marine, shell, and anadromous fisheries of the Atlantic seaboard through the development of a joint program for the promotion and protection of such fisheries and by the prevention of the physical waste of the fisheries from any cause. If any state desires to remove itself from the Compact, it must send a six months' notice in writing to the member states of its intention to withdraw from the Compact.
